EU Extends Temporary Protection for Ukrainians Until 2028 with Restrictions
The European Union has extended the temporary protection mechanism for Ukrainians until March 2028. The decision was made through a written procedure and will be officially published in the EU Official Journal. The new regulation includes restrictions for individuals subject to military service: temporary protection will only be granted to citizens fulfilling their military obligations in Ukraine. This rule applies exclusively to new applicants. To obtain temporary protection status, it is necessary to provide documents confirming the legality of departure or fulfillment of military obligations. Temporary protection grants Ukrainians the right to reside, access to the labor market, medical assistance, and social support. As of May 31, 2026, more than 98.5% of temporary protection recipients in the EU are Ukrainian citizens. The number of Ukrainian refugees with temporary protection has exceeded 4.3 million, with the largest increase in Italy by 6,250 people.
