EU Digital Identity Wallet Mandated for Member States by End of 2026
Discussions on the use of identity in blockchain are shifting from token issuance to cross-border credential verification and compliance automation. The key lies not in creating new identities but in ensuring interoperability, allowing information verified by one country or institution to be validated by other systems.
Crypto Briefing reported on the 21st that decentralized identity (DID) and verifiable credentials (VC) could lead to a system where identities are "proven once and reused anywhere" as they combine regulatory obligations, institutional pilots, and blockchain infrastructure. However, the current trend is closer to aligning standards, wallets, trust registries, and verification procedures than to large-scale commercial services.
The European Union (EU) serves as the institutional benchmark for this trend. The EU Publications Office explained that Regulation 2024/1183 mandates member states to provide EU digital identity wallets to citizens, residents, and businesses by the end of 2026. This system aims to connect access to public and private digital services across borders.
The European Commission also stated that each member state must provide at least one EU digital identity wallet. For the wallet to be usable anywhere in the EU, it must adhere to the same standards and specifications. The Commission adopted technical rules for the core functions and authentication of the wallet on November 28, 2024.
These technical rules include data formats, security, and authentication procedures necessary for the use of cross-border digital documents. This is why digital identity wallets extend beyond simple apps to intertwine with public services, finance, and corporate authentication processes.
The European Blockchain Services Infrastructure (EBSI) is positioned to implement this trust layer in the form of public infrastructure. EBSI announced on its official website that it anticipates a production launch for business use in the fourth quarter of 2026 and presented its capability to verify trusted corporate credentials across systems and borders in the financial sector. The introduction page states that 20 nodes are in production status.
However, EBSI's expressions should be read with distinction. The same page separately notes the 2026 launch of network technology and business launch. Therefore, it is difficult to conclude that production readiness immediately implies the commercial rollout of all services. The technological environment, node operations, and business service launches are at different stages.
The foundation of technological standards is already in place. The World Wide Web Consortium (W3C) describes DID as a standard for verifiable decentralized digital identities. The VC data model defines a credential structure that can be mechanically verified by issuers, holders, and verifiers.
In this structure, blockchain serves not as a ledger that stores all identity information but as a trust infrastructure connecting issuers, verifiers, and state checks. It is closer to a structure where multiple systems read the basis for verifying whether a specific credential is valid, rather than uploading all personal information onto the chain.
Privado ID announced in its Release 8 document that it has added multi-chain support to the issuer node. The web wallet and mobile wallet have incorporated cross-chain verification capabilities. This reflects the demand that identity verification should not be confined to a specific chain but should operate across multiple networks.
Interest from the financial sector aligns with this point. Deutsche Bank stated in a collaboration document from June 2024 that tokenized assets must be interoperable between public blockchains, private blockchains, and existing systems. However, this document focused more on the connectivity issues of tokenized assets for institutions rather than the commercialization of identity itself.
HSBC has addressed API security, digital identity, tokenized deposits, and blockchain payment infrastructure in its official materials. It is difficult to find a document that confirms HSBC's cross-border blockchain identity demonstration as a standalone official announcement. Therefore, it is more accurate to view financial sector cases as focusing on customer verification, electronic identity, and data exchange standardization rather than the launch of identity services.
A stakeholder survey released in February 2026 by the UK Government's Digital Identity and Attributes Office and the Department for Science, Innovation and Technology identified finance as the most valuable area for cross-border digital identity utilization. 79% of respondents pointed out international operational barriers, with regulatory diversity, differing systems, and technical issues cited as major barriers.
This discussion also resonates with Korean readers. For virtual assets and tokenized assets to enter the institutional market, corporate identity, authority, customer verification, and credential verification must align before wallet addresses. The previous reports on AI agent identity verification and blockchain standard discussions also connect with this awareness.
Currently confirmed discussions on blockchain identity are closer to a competitive standard for global compliance infrastructure than to specific coin prices or project benefits. EU member states must provide digital identity wallets by the end of 2026, and EBSI has announced a production launch for business use in the fourth quarter of 2026.
