Government Suspends Decree 690/2026 After Port Conflict
The government suspended Decree 690/2026, which modified the pilotage and towing regime, leading to a four-day halt in port activities. The decision was formalized in Decree 716/2026, signed by Chief of Cabinet Diego Santilli and Minister Federico Sturzenegger. The suspension was agreed upon after negotiations with sector representatives, who requested the immediate resumption of services and the creation of an intersectoral committee to develop a new regulatory framework, as well as a 20% reduction in fees. The new decree reinstates the rules repealed by the previous one and establishes a Working Group with officials from various entities and sector representatives. This group will seek consensus to draft new regulations and establish a work schedule. The conflict arose from the implementation of Decree 690/2026, which aimed to reduce costs and increase competition, leading to the suspension of services by pilots and towage operators, affecting nearly 200 vessels. The Argentine Naval Prefecture urged over 500 professionals to resume their duties, warning of sanctions. The service interruption impacted both river and maritime transport, as pilotage is mandatory in several navigation areas.
