New Rules for Electric Scooters and Fines for Drivers Introduced in Ukraine
In Ukraine, comprehensive regulations for the movement of personal light electric transport, including electric scooters and electric bicycles, are being proposed. Bill No. 3023 defines users of such devices as a separate category of road participants with specific rights and responsibilities. The main goal of the initiative is to create safe conditions for electric transport users, pedestrians, and motorists. The document establishes age requirements, speed limits, and movement zones. Users of light electric transport will be allowed to move on bicycle lanes and the right edge of the roadway, while sidewalks will remain pedestrian zones. Separate prohibitions will apply on roads with high-speed limits. It is prohibited to operate the vehicle under the influence of alcohol or drugs, as well as to use a phone while driving. At night, the transport must be equipped with reflectors. Rental companies are required to ensure the technical soundness of the vehicles and to arrange insurance. Users of rented transport are responsible for violations of traffic rules. The bill also introduces fines for drivers of micromobility vehicles.
