As of the end of the first seven months of 2026, Russia's federal budget deficit amounted to 6.455 trillion rubles, nearly double the planned figure for the entire year of 3.786 trillion rubles and 1.4 times greater than the same period last year. Over the seven months, the government collected 22.112 trillion rubles in revenue (an increase of 8.8%), while expenditures rose by 14.5% to 28.567 trillion rubles. The deficit is equivalent to the annual budget of Moscow or four budgets of St. Petersburg. Oil and gas revenues fell by 16.8%, while military spending increased, with nearly 50 trillion rubles spent since the beginning of the invasion. The Ministry of Defense is demanding a 40% increase in the military budget, amounting to 4-5 trillion rubles. Russia's GDP grew by only 0.3% in the first half of the year, and a recession is possible in the second half, which could lead to a shortfall of 600-800 billion rubles in tax revenues. The Ministry of Finance had planned to cover the deficit through the debt market but halted government bond auctions in July. Analysts predict that by the end of the year, the deficit could approach 10 trillion rubles. The government is preparing to involve state banks in financing the deficit.
