Trump signed the "Presidential Memorandum on National Security," authorizing federal law enforcement agencies to use cyber tools to combat transnational criminal organizations (TCOs) operating in foreign jurisdictions and targeting U.S. citizens. The memorandum directs the National Coordination Center (NCC) of the Department of Homeland Security to establish a dedicated program for targeted cyber operations, with an executive director appointed by both the Department of Justice and the Department of Homeland Security. Companies voluntarily participating in this program can collaborate with other private entities and government agencies at all levels to collect threat information and propose action recommendations under a strict vetting process. According to Consumer Reports, U.S. users are projected to lose over $20.8 billion due to cybercrime by 2025, with about one-third involving cryptocurrencies.
