USA: A Narrowly Averted Shutdown Three Months Before the Midterms
Should I stay or should I go? Washington has made a decision, and for once, it was almost without a hitch. The House of Representatives voted on Tuesday, 370 to 48, to extend federal funding until December 11, avoiding a new shutdown just three months before what is expected to be a tight midterm election. The bill, already approved by the Senate, is now headed to Donald Trump's desk for signature. Such a large margin contrasts sharply with the atmosphere of recent months. The countdown to December 11 has already begun. Key points of this article: * Washington narrowly avoided a shutdown by extending federal funding until December 11, with a significant vote from the House of Representatives. * Concessions were made by the Democrats, but the fundamental disagreement over the budget remains, leaving uncertainty for December. The 370 to 48 vote is significant in such a divided Congress. Indeed, both Republicans and Democrats had good reasons to defuse the bomb before the election rather than after: no one wanted to bear the responsibility for a shutdown that closes agencies and halts military pay during the campaign. The chairman of the appropriations committee, Tom Cole, summarized the stakes in one sentence: to give the nation certainty that the government remains open and that soldiers will be paid. Last year, the country had experienced two record shutdowns: 43 days over a disagreement on health tax credits, and then 76 days over the Department of Homeland Security alone. This time, neither side wanted to relive that episode on the eve of an election. A hard lesson learned. Concessions Extracted, Not Offered The bill voted on Tuesday is not just a simple photocopy of the original proposal. Rosa DeLauro, the Democratic leader on the appropriations committee, urged her colleagues to vote yes by reminding them that the Senate had secured two concrete advances: prohibiting the Department of Homeland Security from transferring funds to the border patrol, and delaying a rule that would have given political appointees in the Trump administration more power to block federal grants deemed contrary to the presidential agenda. DeLauro herself warned that this delay is just a first step, not a definitive victory. The fundamental disagreement has not budged an inch, as Republicans want hundreds of billions of dollars more for defense by cutting elsewhere. Democrats, on their side, demand equal treatment between military and social spending. December 11 is approaching quickly, and there is no guarantee that both sides will arrive with a real budget rather than a new band-aid. A Calm That Markets Are Watching Closely This reprieve also matters beyond the Capitol. The last two major shutdowns directly impacted risk assets: in 2025, Bitcoin fell from its historic peak of over $125,000 to around $99,000 before rebounding as soon as the crisis was resolved, with the Treasury's general account having drained several hundred billion dollars of liquidity available to the market. In other words, a shutdown does not just close museums and suspend officials; it mechanically removes money from circulation. By pushing the deadline to December, Congress has not resolved the underlying issues. It has simply bought time, at a moment when investors are already closely monitoring the Fed, interest rates, and a similarly contentious federal budget for 2027 on the other side of the Atlantic. Washington will inevitably reopen this file, but with an electorate that has already cast their votes to arbitrate the balance of power between the two sides.
