Financial markets begin a new month with investors focused on the political and fiscal landscape: Congress will debate the reform of the Central Bank's organic charter, among other points, while the results of July's tax collection will also be revealed during the day.
On the international front, signs of a possible truce in the military conflict between the US and Iran led to a drop in crude prices, which brings greater optimism to the market.
Various analysts and operators provided their outlook on the local situation. On one hand, Roberto Geretto, an analyst at Adcap Grupo Financiero, was optimistic and stated that "the package of laws announced by the Government undoubtedly goes in the right direction. They aim to strengthen and give independence to the BCRA, and they also seek to provide more flexibility to the capital market, while the third law of 'fiscal shackles' or 'shutdown' aims to secure the surplus."
He added in this context, a horizon of uncertainty regarding the short-term political landscape: "The problem is that the laws, no matter how good they are, are unlikely to change the short-term dynamics, given the elections next year and the possibility of a reversal in the direction of the economy under a new Government."
Other views focused on the administration of Milei attempting to make a strong statement: The consulting firm Vatnet pointed out that "the government wants to make a significant impact with its project of new regulations for the BCRA, which includes prohibiting financing the National Executive Power as a criminal offense and appointing directors by Parliament."
The reform of the BCRA's Organic Charter is capturing much of the market's attention: "July closed with a significant announcement: the Government sent a package of four reforms to Congress, with the BCRA's Organic Charter being the most relevant," stated the consulting firm GMA Capital Research.
In this regard, the consultancy added that the Government "seeks to secure the independence of the Central Bank and eliminate Non-Transferable Bills, assets that in previous administrations accounted for more than 50% of its balance sheet. With institutional progress underway, the pending challenge is another: ensuring that macro improvements spill over more strongly into the microeconomy," it indicated.
Emilio Botto, head of Strategy and Investments at Mills Capital, emphasized the global landscape: "part of the recent dynamics of country risk responds to a more volatile international context, especially due to the evolution of the energy market and greater global uncertainty. However, when viewed in historical perspective, the current level remains in a rare zone for Argentina.
He also stressed that "moving forward, the trajectory will be more associated with the consistency of local macro variables, particularly reserves, collection, and the fiscal front, than with a structural change in fundamentals."
