Launch of the 'eExcise' System May Be Delayed Again

The launch of the state electronic excise stamp system 'eExcise' may be postponed again due to the risk of the Ministry of Digital Transformation not being ready in time. Danilo Hetmantsev, head of the parliamentary committee on finance, tax, and customs policy, noted that the Ministry is unlikely to meet the November 1 deadline. He emphasized that it is important not to jeopardize businesses and the budget, so a postponement may be necessary. The Ministry of Digital Transformation initiated the deadline extension to November 1 and was determining the implementation schedule. However, during meetings with businesses, it became clear that the software for testing was not provided in full, and some modules had technical deficiencies. Hetmantsev added that lawmakers expect a clear action plan and specific proposals from the Ministry regarding the final launch deadlines for 'eExcise'. The system will ensure the complete lifecycle of the electronic excise stamp and will integrate via API with the information systems of government agencies and market participants. As of July 1, 2026, 434 major market participants had joined the system. Beta testing of the excise tax payment services has been ongoing since July 14 and is scheduled to conclude on October 11. The launch of 'eExcise' was initially planned for an earlier date, but at the end of 2025, the Verkhovna Rada postponed it by 10 months due to technical unpreparedness and requests from businesses.
